Agenda Items

  • Call to Order. Chairman Tolchinski called the meeting to order at 7:35 pm.  Guests included Old Lyme residents: Steve Dix, John Flower, Lynne Romano and Lucius and Adela Wilmerding.  Those present and voting members were;           D. Tolchinski Chairman, K. Czarnecki Vice-chairman, G. James, L. Grogan,     M. Roberts and R. Breunig.  Alternate member present was D. Redfield.  Excused was member A. Eberly and member D. McFadden.  Also present were B. Curtis, WPCA engineer, N. Dubicki WPCA attorney and R. Rose WPCA sanitarian.
  • Approval of July 21, 2011 meeting minutes.  R. Breunig spoke that the minutes were inaccurate and incorrect and how do we rectify that?  Chairman Tolchinski responded that the minutes were a record of comments made at the time and so recorded. M. Roberts made a motion to approve the minutes.  D. Tolchinski seconded the motion.  The vote was taken.  Three voted for approval – L. Grogan, M. Roberts and D. Tolchinski.  Against were three – R. Breunig, K. Czarnecki and G. James.  The motion failed. After B. Curtis clarification of R. Breunig objection, George James was agreeing to approve the minutes as written. The vote to approve the minutes was taken again and passed 4-2. K. Czarnecki and R. Breunig voted against.
  • Chairman’s Report  - No vote was taken
4.Correcting existing WPCA Regulations  - Attorney N. Dubicki corrected  WPCA   regulations as the Commission previously approved, to conform to the law.  No vote was taken.

     5.   Old Lyme Land Trust Letter   - No vote was taken.

  • Engineering Report – No vote was taken
  • Budget  -No vote was taken.
  • Sanitarian’s Report  - No vote was taken
  • Old & New Business  - Chairman Tolchinski introduced Mr. & Mrs. Wilmerding - the owners of 19 Old Shore Road, the 26-acre property at the beach, which could be used as a possible place for a community septic system.  Chairman Tolchinski asked them if WPCA could make a test hole on the property.  A motion was made by R. Breunig to that effect, seconded by M. Roberts and approved by all present members.
  • Chairman D. Tolchinski asked the Commission Members to permit him to come to Selectmen’s Meeting and ask them to support the affords of WPCA to explore the feasibility of constructing community septic systems for the beaches.
           Attorney N.Dubicki wrote the motion as follows:

“Motion is made that the O. L. WPCA make a formal request to the Board of Selectmen to indicate whether the Board of Selectmen are in favor of the WPCA’s desire to proceed to explore the feasibility of constructing community septic systems in pursuit of the WPCA’s goal of water pollution avoidance, avoidance of state mandate requiring sewers and in furtherance of the Board of Selectmen’s interest of avoiding export of water from the Town of Old Lyme.”  The motion was made by M. Roberts, seconded by L. Grogan              and voted on. It was approved unanimously.

  • Adjournment   -A motion was made by the Chairman to adjourn, seconded by M. Roberts and approved unanimously.  The meeting ended at 10:07 pm.
